Ethical Web Scraping Standards

Standards for collecting public incentive and grant data while respecting site owners, applicable law, and each site's terms of service.

Last updated: October 19, 2026

Adhering to ethical web scraping standards is essential for trust and legality in data collection. By following these standards, a software system can operate responsibly, respect data owners' rights, and deliver reliable data. Regular reviews keep the standards aligned with new legal requirements and technical changes.

Ethical web scraping means collecting data from websites in a way that respects the owners' rights and intentions. This policy sets the standards for a system that gathers incentive and grant data from public sources. The goal is to comply with legal requirements, respect website terms of service, and keep a workable relationship with data providers while safeguarding personal and sensitive information.

Legal compliance

  • Adherence to laws and regulations. Scraping activities comply with relevant laws, including data protection and privacy laws such as PIPEDA, GDPR, or CCPA.
  • Copyright and intellectual property. Respect intellectual property rights. Do not scrape copyrighted material without explicit permission.
  • Terms of service. Adhere to the terms of service of each website. Do not scrape when the terms explicitly prohibit it.

Respect for website owners

  • Robots.txt and meta tags. Honor the instructions in a site's robots.txt file and any meta tags that say how the site should be accessed or indexed.
  • Rate limiting. Limit the request rate so a site is not overwhelmed. Follow site-specific guidelines, or default to a modest rate.
  • Respectful access patterns. Scraping data during off-peak hours is recommended to minimize the impact on website performance.
  • Identification. Clearly identify the scraping agent with a user-agent string that includes contact information. Site administrators can then reach you with questions.

Data accuracy and integrity

  • Verification. Cross-check information against more than one source where possible.
  • Quality. Keep scraped data clean, relevant, and formatted. Handle errors and validate records.
  • Freshness. Update collected data so it reflects the latest published information.

Privacy and confidentiality

  • Personal and sensitive data. Do not scrape personal or sensitive data unless it is necessary and legally permitted. Obtain explicit consent when required.
  • Anonymization. Where feasible, anonymize personal data.
  • Secure storage. Store scraped data with encryption and other controls, at rest and in transit.

Responsible usage

  • Purpose limitation. Use scraped data only for the purpose it was collected for. Do not repurpose it in ways that could harm people or organizations.
  • Non-malicious use. Do not use scraping for spamming, phishing, or attacks.
  • Sharing. Share scraped data only with authorized parties, and on terms that respect the original source's terms of service and privacy policies.
